In all cases (with the exception of two drafts in 1963 and 1966 vetoed by the Soviet Union), the veto was used by the United States against drafts that appeared to favor the Arab-Palestinian point of view.
Security Council Deplores Deportation of Palestinians
UN Security Council members vote to approve (14-0, with the United States abstaining) Res. 641, deploring Israel's continuing deportation of Palestinian civilians and calling on Israel to ensure their safe and immediate return. The latest deportations included 4 Palestinians. Since the beginning of the intifada in December 1987, Israel had deported at least 49 Palestinians involved in the uprising at a senior level.
